{"id":25109,"date":"2025-09-18T15:40:59","date_gmt":"2025-09-18T19:40:59","guid":{"rendered":"https:\/\/www.hivlegalnetwork.ca\/site\/?p=25109"},"modified":"2025-10-09T10:27:55","modified_gmt":"2025-10-09T14:27:55","slug":"canada-must-show-leadership-for-global-funds-8th-replenishment-organizational-sign-on-letter","status":"publish","type":"post","link":"https:\/\/www.hivlegalnetwork.ca\/site\/canada-must-show-leadership-for-global-funds-8th-replenishment-organizational-sign-on-letter\/?lang=en","title":{"rendered":"Canada Must Show Leadership for Global Fund\u2019s 8th Replenishment \u2013 Organizational Sign-on Letter"},"content":{"rendered":"<em>Please <a href=\"https:\/\/www.surveymonkey.com\/r\/7M7NWX5\">click here<\/a> to add your organization&#8217;s name to this open letter.<\/em><\/p>\n<p>The Right Honourable Mark Carney, P.C., M.P.<br \/>\n<span style=\"font-size: inherit;\">Prime Minister of Canada<br \/>\n<\/span><span style=\"font-size: inherit;\">80 Wellington Street<br \/>\n<\/span><span style=\"font-size: inherit;\">Ottawa, Ontario<br \/>\n<\/span><span style=\"font-size: inherit;\">K1A 0A2<\/span><\/p>\n<p>Dear Prime Minister<\/p>\n<p><span style=\"font-size: inherit;\">The Eighth Replenishment of the <\/span><a style=\"font-size: inherit;\" href=\"https:\/\/www.theglobalfund.org\/en\/\">Global Fund to Fight AIDS, Tuberculosis (TB) and Malaria<\/a><span style=\"font-size: inherit;\"> (the Global Fund) will take place in November this year, co-hosted by the Republic of South Africa and the United Kingdom. <\/span><strong style=\"font-size: inherit;\">This marks a pivotal moment in the fight against the world\u2019s three deadliest infectious diseases<\/strong><span style=\"font-size: inherit;\"> and in our progress on delivering the <\/span><a style=\"font-size: inherit;\" href=\"https:\/\/sdgs.un.org\/2030agenda\">2030 Agenda for Sustainable Development<\/a><span style=\"font-size: inherit;\"> ensuring that <\/span><em style=\"font-size: inherit;\">No One Is Left Behind<\/em><span style=\"font-size: inherit;\">.\u00a0<\/span><\/p>\n<p>Canada has long been a crucial partner as the seventh largest funder of the Global Fund and an ardent defender of human rights, gender equality, and global health. <strong>Canada\u2019s continued leadership on the global stage is more critical than ever. <\/strong>As the 2025 President of the G7 and a longstanding partner of the Global Fund, Canada\u2019s bold pledge to the Eighth Replenishment is one of the most effective ways to save lives, improve the health of millions, protect human rights, and reinforce global security and prosperity for all. <strong>As the G7 President and an alumni host of a Global Fund Replenishment (2016), Canada now holds a particular diplomatic role, responsibility and privilege to lead by example, setting the bar for other governments to follow<\/strong>.<\/p>\n<p>We, the undersigned organizations, represent communities affected by HIV, TB, and malaria, as well as civil society allies in Canada and around the world. <strong>Together, we are calling on the Government of Canada to demonstrate its continued leadership in global health and human rights with a pledge of CAD$457 million per year (CAD$1.37 billion over three years) to the Global Fund\u2019s Eighth Replenishment.\u00a0<\/strong><\/p>\n<p>Good health and well-being (SDG 3) are both a cause and a consequence of sustainable development. They are decisive foundations for ensuring strong, productive, and resilient societies with extensive evidence showing immense return on investment, economic benefit for other sectors, and value for money. Investing in the Global Fund is a strategic choice that closely aligns with Canada\u2019s priorities of global leadership and security, inclusive economic growth, human rights protections, gender equality, and sustainable development.<\/p>\n<p>Over the past two decades, working hand-in-hand with communities most affected by the three diseases, governments (implementers and donors), the private sector, civil society and technical partners, the <strong>Global Fund partnership has saved <\/strong><a href=\"https:\/\/new.express.adobe.com\/webpage\/dyt5SPOEMCTDJ\"><strong>70 million lives<\/strong><\/a><strong>. Together, our impact has been monumental.<\/strong> For instance, <a href=\"https:\/\/new.express.adobe.com\/webpage\/dyt5SPOEMCTDJ\">incidence rates across the three diseases have fallen by 42% and we have successfully achieved a 63% reduction<\/a> in the combined death rate from AIDS, TB, and malaria. <strong>These investments in health not only save lives, they bolster communities, strengthen critical health systems and essential infrastructure, and drive economic productivity and broader socioeconomic development.<\/strong><\/p>\n<p>With a target of at least US$18 billion, <a href=\"https:\/\/www.theglobalfund.org\/media\/t1qnxags\/core_2025-investment-case_report_en.pdf\">a fully funded Eighth Replenishment<\/a> would save 23 million more lives, prevent 400 million new infections, and further reduce mortality rates. A fully funded Global Fund would also enable other lifesaving impacts including:<\/p>\n<ul>\n<li><strong>Strengthened pandemic preparedness,<\/strong> protecting people and communities here in Canada and around the world through investments in diagnostics, community health workers, disease surveillance systems, and resilient community-led responses;<\/li>\n<li><strong>Improved climate resilience<\/strong> by supporting health and community systems to prepare for and withstand climate shocks and vector-borne disease threats;<\/li>\n<li><strong>Strong economic dividends,<\/strong> with an estimated US$19 generated for every dollar invested. This could contribute to an estimated US$323 billion over the next three years alone;<\/li>\n<li><strong>Enhanced global stability and equity <\/strong>by addressing the root causes of poverty and insecurity; and<\/li>\n<li><strong>Ensured human rights protections<\/strong> for the most marginalized and criminalized populations in contexts where they are now under threat.<\/li>\n<\/ul>\n<p><strong>Canada is part of a global community and therefore holds a responsibility to protect the well-being of people everywhere.<\/strong> Our shared learnings from the recent COVID-19 pandemic show us that an outbreak somewhere can rapidly escalate into a global health crisis with profound human and economic costs. <strong>Global health security must be prioritized alongside the broader security agenda; it is not an either\/or dilemma. <\/strong>Fighting deadly infectious diseases is in all of our interest. <strong><em>History has taught us that global disease outbreaks are inevitable, but epidemics and pandemics are preventable.<\/em><\/strong><\/p>\n<p>We must protect and accelerate the remarkable gains that we have realized since the Global Fund Partnership was created in 2002. Canada has invested billions, both domestically and internationally, to tackle AIDS, tuberculosis and malaria. If we retreat now, those taxpayer dollars\u2014and millions of lives\u2014are at risk. Continuing this fight until it is won is both a moral imperative and a matter of sound fiscal stewardship. <strong>We call on Canada to lead by example and pledge CAD$1.37 billion over three years to the Global Fund\u2019s Eighth Replenishment<\/strong>. With Canada\u2019s bold leadership, smart investment, and the full use of the tools that we have at hand, we can take the next decisive step to end AIDS, TB, and malaria and build a healthier, more secure future for all.<\/p>\n<p><span style=\"font-size: inherit;\">CC: Hon.
