{"id":16195,"date":"2017-09-07T16:13:09","date_gmt":"2017-09-07T20:13:09","guid":{"rendered":"http:\/\/www.aidslaw.ca\/site\/?p=16195"},"modified":"2022-09-25T21:47:56","modified_gmt":"2022-09-26T01:47:56","slug":"legally-empowering-key-populations-in-russia-in-the-context-of-hiv-prevention-treatment-and-care","status":"publish","type":"publication22","link":"https:\/\/www.hivlegalnetwork.ca\/site\/legally-empowering-key-populations-in-russia-in-the-context-of-hiv-prevention-treatment-and-care\/","title":{"rendered":"Legally Empowering Key Populations in Russia in the Context of HIV Prevention, Treatment and Care"},"content":{"rendered":"<em>Monitoring and Evaluation of Technical Assistance to Key Populations And HIV Projects in Russia in Removing Legal Barriers and Community Systems Strengthening<\/em><\/p>\n<p><span lang=\"EN-CA\">Since June 2015, Russia\u2019s non-governmental organizations and community-based organizations working on HIV issues have been implementing a three-year project titled \u201cImproving access to HIV prevention, treatment and care services for key populations in Russia.\u201d The Global Fund to Fight AIDS, Tuberculosis and Malaria provides the largest share of financial support for this project, with co-funding from local sources. This project has two interrelated components: <\/span><\/p>\n<ol>\n<li><span lang=\"EN-CA\"> <\/span><span lang=\"EN-CA\">HIV service delivery for key populations, which includes working with <\/span>\n<ul>\n<li><span lang=\"EN-CA\"> <\/span><span lang=\"EN-CA\">people who use drugs,<\/span><\/li>\n<li><span lang=\"EN-CA\"> <\/span><span lang=\"EN-CA\">sex workers and <\/span><\/li>\n<li><span lang=\"EN-CA\"> <\/span><span lang=\"EN-CA\">men who have sex with men; and <\/span><\/li>\n<\/ul>\n<\/li>\n<li><span lang=\"EN-CA\"> <\/span><span lang=\"EN-CA\">Advocacy, which includes<\/span>\n<ul>\n<li><span lang=\"EN-CA\"> <\/span><span lang=\"EN-CA\">community systems strengthening (CSS) and<\/span><\/li>\n<li><span lang=\"EN-CA\"> <\/span><span lang=\"EN-CA\">removing legal barriers (RLB). <\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p><span lang=\"EN-CA\">To evaluate the utility of technical assistance in implementing CSS and RLB, the Legal Network and Roper LYV Consulting developed a Monitoring, Evaluation and Learning (MEL) framework.\u00a0This 65-page report presents the results of applying the MEL framework to evaluate the CSS and RLB component of Russia\u2019s HIV program. <\/span><\/p>\n<p class=\"download-link-button\"><a class=\"download-link en\" title=\"Legally Empowering Key Populations in Russia in the Context of HIV Prevention, Treatment and Care\" href=\"https:\/\/www.hivlegalnetwork.ca\/site\/download\/16192\/?tmstv=1776325878\" rel=\"nofollow\">\r\n\tDownload<\/a><\/p>","protected":false},"author":1,"featured_media":0,"menu_order":0,"template":"","meta":{"_acf_changed":false,"footnotes":""},"publication_topics":[157],"publication_type":[179],"publication_language":[184],"class_list":["post-16195","publication22","type-publication22","status-publish","hentry","publication_topics-russia-and-rights","publication_type-reports","publication_language-english"],"acf":[],"_links":{"self":[{"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/publication22\/16195","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/publication22"}],"about":[{"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/types\/publication22"}],"author":[{"embeddable":true,"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/users\/1"}],"version-history":[{"count":2,"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/publication22\/16195\/revisions"}],"predecessor-version":[{"id":21555,"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/publication22\/16195\/revisions\/21555"}],"wp:attachment":[{"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/media?parent=16195"}],"wp:term":[{"taxonomy":"publication_topics","embeddable":true,"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/publication_topics?post=16195"},{"taxonomy":"publication_type","embeddable":true,"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/publication_type?post=16195"},{"taxonomy":"publication_language","embeddable":true,"href":"https:\/\/www.hivlegalnetwork.ca\/site\/wp-json\/wp\/v2\/publication_language?post=16195"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
