“Opposition to this program is based in part on the mistaken belief that it contravenes the law . . . . We wish to explain how the distribution of safer crack kits is not only sensible as a matter of public health . . . but also permissible under Canadian law and consistent with Canada\u2019s obligations to protect and promote health under international human rights law.”
