
Despite progress over decades, Canada has failed to meet global 95-95-95 targets, and hard-won gains across the country are now being threatened by regressive legal and policy barriers that deter access to HIV testing, prevention, treatment, and care. This timely report looks at the state of the HIV response in Canada in 2025 and makes actionable recommendations to the federal and provincial governments to ensure that Canada meets its commitments to prevent new transmissions, while protecting the health and human rights of people living with and affected by HIV.
