The Government of the Russian Federation has retaliated against and suppressed the activities of the Andrey Rylkov Foundation (ARF), including the exercising of its freedom of expression in promoting recommendations given by the UN Committee on Economic, Social and Cultural Rights (CESCR) to the Russian Government in its Concluding Observations of 20 May 2011. Most recently, on 3 February 2012, the Federal Drug Control Service shut down the ARF website that provides information about these CESCR recommendations and the measures the CESCR (and other UN agencies) have recommended be adopted in Russia.
