Submission – Immigration, Refugees and Citizenship Canada (IRCC) Consult, “An immigration system for Canada’s future: Strengthening our communities”

Please see our letter — in partnership with HALCO and COCQ-SIDA — to the Honourable Marc Miller, the new federal Minister of Immigration, Refugees and Citizenship (IRCC), to provide him with input to IRCC’s review of Canada’s immigration system.

We highlighted several changes to the immigration system that are needed to protect and respect the rights of people living with HIV — including revoking the “excessive demand” regime, which prevents people from migrating to Canada if the government believes their health condition may pose a financial burden on Canada’s public healthcare services.

We will continue to put pressure on the Canadian government to respect and protect the rights of migrants living with HIV. Without these changes, Canada’s immigration system will continue to perpetuate harms against people living with HIV and prevent Canada from living up to its reputation as a rights-respecting country.
