For the last 3 years the Government of Ukraine has undertaken some positive steps in order to fulfill its international human rights obligations regarding HIV prevention among people who inject drugs, including children. At the same time the Government’s activities are inconsistent and often contradict each other nullifying the positive impacts. Recommendations to the Government of Ukraine are proposed in this report.
