The conference, « Putting Third First — Critical Legal Issues, » provided an opportunity for participants from both developing and developed countries to discuss in depth the criminalization, or proposed criminalization, of HIV in many jurisdictions.
This paper attempts to provide an overview of the factors that should be taken into account by policy-makers, activists, lawyers and other advocates, and people living with HIV/AIDS, and to present some recommendations and resources that will equip people to respond to this issue.
